  Project TLC - Teaching Language throigh Content
  Project TLC provided secondary teachers in the greater El Paso community its preservice and inservice teachers quality academic university coursework.  In addition, Project TLC provided several professional development trainings throughout the year for teachers who wanted to become ESL certified.  Trainings focused on second language acquisition and sheltered instruction at the secondary level. Secondary content area teachers from the surrounding districts participated in a month long ESL summer academy.  Teachers were exposed to a combination of academic/language identification procedures, applicable instructional strategies, and pedagogy.  Teachers learned strategies that incorporated involvement, validation, and guidance for students who function in a non-standard dialect of English.  Participants were also provided with several opportunities in designing sheltered instruction lessons for English Language Learners.

Project TLC has committed itself to providing it participants only the best instructional practices through a month long ESL Summer Academy and professional development institutes.  The ESL Summer academy provided project participants with a vase amount of examples in developing academic competence in content-area classes when working with second language learners. 

 In collaboration with the following departments, Teacher Education (College of Education) and the Department of Languages and Linguistics (College of Liberal Arts) at the University of Texas at El Paso, Project TLC has continued to provide its participants enrollment in the coursework listed below. 

 

            LING   3314   The Structure of English for Language Professionals 

LING   4348   Second Language Acquisition

            BED    4327   Literacy in English as a Second Language

            BED    4343   ESL Sheltered Instructions


 The course content was delivered in an integrated format, which focused on theoretical aspects and implementation of theories when working with second language learners.   Instructors worked together to develop, align to ESL state standards and deliver this curriculum.


 Administrators and counselors were specifically contacted to ensure that their teachers would be assigned to an approved ESL program setting for one academic year.  Participants will be identified as teacher of record serving LEP students in an ESL/Sheltered content area.  This request is in addition to the completion of the 12 hours of university coursework and successful results of the state-mandated test needed towards an ESL certification. 

  Project TRIO - Transforming Rural Instructional Opportunities

Project TRIO - Transforming Rural Instructional Opportunities
Project TRIO, an onsite collaborative effort between four rural districts and the University of Texas at El Paso,  increased the number of qualified bilingual educators within the rural consortia and with the goal of closing the achievement gap of language minority students with limited English proficiency. Project TRIO was a five year project. This collaboration with the four rural districts (Clint, Fabens, San Elizario, and Tornillo) was solicited because of specific rural situations and innate challenges: geographical isolation, limited resources for assistance and training, seasonal unemployment of working families and a large population of students with limited English proficiency.
The project built capacity by graduating and increasing the amount of pre-service bilingual education majors; graduating its second cohort of Master level Instructional Specialist in bilingual education with focus on Two-Way Dual Language; developing courses at the university that have enhanced the undergraduate and graduate bilingual education curriculum to include preparation of in-service and pre-service teachers for the rural consortia and Two-Way Dual Language classrooms; creating annual Summer Institutes specific to research-based literacy development for first and second language learners. In addition, Project TRIO implemented a teacher preparation program specific to the needs of its participants by delivering classes and information to the students in the most feasible forms possible to include distance and web-based instruction and delivering the latest information regarding Bilingual Education at the national and state levels by providing an extensive amount of professional development in the area of bilingual education specific to the needs of the rural consortium and dual language programs; participating in national, state and regional conferences; and disseminating information about Project TRIO's effectiveness in the border community.
